Trump wants to make Medicaid recipients work to get benefits. That’s a very bad idea.

As soon as Seema Verma was sworn in as the new administrator for the Centers for Medicare & Medicaid Services, overseeing America's two biggest health programs, she and Health and Human Services Secretary Tom Price sent a letter to the nation's 50 state governors promising them new flexibility and freedom in overseeing Medicaid benefits for poor, disabled, and elderly beneficiaries. Buried in the middle of the letter was a more specific suggestion of how to use that freedom.
